Dee Edwards, a co-founder of campaign group Mothers Against Murder and Manslaughter, said Mrs Regan would visit schools and give talks about the dangers and consequences of getting involved in crime and carrying weapons.
Mrs Edwards said: "She's made such a big difference to so many people's lives. This is an absolute tragedy for so many people."
Mrs Edwards said she had known Mrs Regan for about six years and was shocked by the news of her death.
She said: "It's just the most dreadful news for everyone. She's just an amazing woman. She was the most incredible woman. We just love her to bits, she's just an incredible lady, I just can't take this in.
"She's open, she's honest, she's got a massive heart, she helped so many people."
In reaction to the news, Home Secretary Jacqui Smith said: "I was extremely shocked and saddened to hear about the tragic death of Pat Regan this weekend.
"I had met Pat on several occasions and had been greatly impressed with her dedication to tackling gun crime.
"Pat worked tirelessly and achieved a great deal for the voluntary organisation Mothers Against Violence, going into schools and educating young people on the dangers of joining gangs and carrying weapons. THAT GLORIOUS DAY
When the long "night" is gone, and the new "Day" has come,
The whole earth around will then be wholesome.
And the ground which now is so very parched,
Will once again be a paradise park.
The birds and the beasts, which now are all hunted,
Will no more by Nimrods, be then ever stunted.
But life living knowledge, peaceful and true,
Will cause all men only good deeds to do.
Then health and vigor, which now are so fleeting,
Will always be there, for everyone's keeping.
And the whole human race, which now is divided,
Will in brotherly love, be ever united.
Then just think of all the marvelous things,
That every new day of one's life will bring.
Joy, contentment, and wonderful peace,
As man and earth, both work for increase.
Then gone will be pain, suffering and sorrow,
As each day will bring, a bright new tomorrow.
And another great thing, that needs to be mentioned,
Our loved one will return in the great resurrection.
And last but not least, but surely the greatest,
And something that each Christian eagerly awaitest.
Jehovah's glorious name, which now is rejected,
Will by everyone then be ever respected.
Oh' How we do long for that glorious day,
Just thinking about it makes us happy and gay,
But meantime we all need to be faithful and true,
So that along with others, we may enter it too.
